Formation of lights seen in southwest sky

There was a constellation of "stars" in the sky, except it was broad daylight and no clouds, some moved, then they faded away.

We were driving in the desert eastward on hwy 8 about 25 miles east of Phoenix, AZ at approx. 1am. I looked out the passenger side win

Lights that seemed to flutter and flap like the wings of birds

The lights stretched out in a arc type fashion, stationary, evenly spaced and appeared to be as big as Camelback Mountain.

4 orange lights at about 30' elevation looking to the North/North-East. Appeared in a wide trapazoid formation. Very slow moving.

I saw seven UFOs apppear in formation then disappear.
