ODNI Preliminary Assessment (2021)

The ODNI Preliminary Assessment, released in June 2021, was the first unclassified report on UAP the U.S. intelligence community had ever produced, a landmark document reviewing 144 military incidents collected mostly from Navy pilot encounters between 2004 and 2021. Of those 144 cases, the report explained only one with high confidence — a large, deflating balloon — and grouped the rest into five loose candidate categories: airborne clutter, natural atmospheric phenomena, U.S. government or industry developmental programs, foreign adversary systems, and a final "other" bucket that the report's authors declined to further characterize, an unusually candid admission of genuine unresolved uncertainty from an intelligence-community document. The assessment drew heavily on cases first brought to public attention by the 2017 New York Times AATIP story, including the 2004 USS Nimitz "Tic Tac" encounter and the Gimbal and GoFast videos from the 2015 USS Roosevelt deployment. Its publication is now treated as the pivotal document that transformed UAP from a fringe media curiosity into a standing, recurring topic of congressional oversight hearings, directly setting up the creation of AARO the following year and establishing the reporting cadence AARO continues today.
